in a criminal case that went from a township,to a county case,is the discovery paperwork,the charges,the officers involved,the defendants...,is that the information that the county received,from that municipality,and based theyre charges on?

Discovery is all the evidence the prosecutor has in the file that is not otherwise confidential. They could have obtained the evidence from numerous sources but in the average case that is not very serious, its mostly whatever the local police gave them. Of course, that doesn't mean that this is everything.
