By law if a child is born in the state of Florida but resides in New Jersey with his father through joint custody, can the mother take the child back to Florida without the fathers approval?

What do you mean by "joint custody"? Is there a court order defining the relationship. If a father who has never been married to the mother and has never filed for paternity has "custody" of a child in Florida, the mother may take the child from the father, but you'd have to ask a New Jersey lawyer about the law there.
