Can a non-profit operate an online drawing (similar to a 50/50) as a method of raising money. The break out would be 80% to the non-profit to distribute, 10% to the non-profit for operating costs, and 10% split between 1 or more winners. The entries would not be limited to the state the non-profit is formed in but would be limited to US residents only.
