My tenant has lodged in court a defence to eviction proceedings which is based on forged invoices for work he claims he had carried out (and which we know was never done).

Has he committed perjury? If so to whom do we report it?

We expect he will abandon the defence "on the court steps" as he is merely buying time, so the court will never have the chance to opine on the defence.

Yes that is possible. You report it to the judge or the state attorney's office. This however is not a criminal question, so i suggest you talk to a landlord tenant attorney.
