We are not renewing our apartment lease and one of the people on our lease has not been living here for 4 months and we cannot get ahold of him to sign off. The complex will not accept our form without his signature. I feel they are holding us hostage.

I've never heard of someone signing a document to end a lease. You need to review the terms of your lease carefully. Normally, all that is required is proper notice by the tenant.
