Hello, I was in an accident, a police officer asked for my DL, Insurance and Registration, each one of these documents had a different addresses. I told the officer that the most current address was on my insurance card. I also traded insurance info with the other person with my new address. The officer did not issue me a ticket at the scene, however, I missed a summons to appear in court because he felt I made a wrong left turn, am I at fault for not receiving the court summons for not appearing.

Yes. Your signature on a ticket is a promise to appear in court if and when your case is set. It is your responsibility to know when that is. Do not expect the government people to take responsibility for any error in this system. The best way to handle it is to work the phone and send letters, or, hire a local attorney who does alot of traffic cases in that court.
