My father has alzheimer's and still married to my step mother.His family feels that sometimes she doesnt make the right decisions involving his healthcare.Does his family have any legal right to take over his care from her?

It would take extremely bad choices by her (not mere disagreement) to create a situation that would warrant what you ask (the answer also may depend on whether he did a health care directive). If there was something that bad, you would have likely said it rather than the very weak comment you posted. If it is far worse than you say, meet with a lawyer.
