I want to sue public entity, " State of California' and " CSU". My claim was rejected, and i was victim of discrimination and violation of civil rights. I want to know the proceedings and procedure. which form is used to start a lawsuit against public entity in criminal filings? Is it LACIV109? Right now, i am analyzing my case? i will be needing a lawyer.

There is no form to start a lawsuit in a criminal case. The appropriate authorities would be to contact the district attorney and/or the state's attorney general.
