I sent a private letter to my doctor. It was opened by a scanner operator and scanned into my chart. Is this a postal violation a HIPPA violation or both?

Most likely neither Whenever you have a doctor the right to maintain the records is controlled byte who practice. If this person worked for the doctor and was only doing his duty, no violation has occurred.
