Parents are deceased and there are seven siblings or their heirs that have agreed to sell land left in the estate of the parents. There has not been a succession plan to divide the property. Can the property be sold without the expense of a plan and proceeds distributed equally among the heirs? By the way, one heir would like to buy the whole property. Everyone is in agreement to that. If this can be done, how do I proceed with the least costly approach?

You have to open succession with the court. It is not optional. It is the only way any of the heirs can be placed into legal possession of the property.
