I was arrested in a county or having warrants out in another county but they didn't raed me my rights until the county I had warrant out in came to transport me I was in a holding cell and cuffs for over an hour. Is that legal?

There is no requirement that you be advised of your rights unless you are:
1 - In custody (not free to leave, whether or not cuffs are on and you have been told "you are under arrest"), and;
2 - Are questioned by law enforcement persons about a crime, and;
3 - They intend to use the answers you give against you.
And it is legal to house a person who has been arrested for a reasonable period of time, whether or not cuffed, on a warrant for another jurisdiction. The other jurisdiction should promptly take over possession of the person who was arrested.
So nothing that you describe in your question sounds improper to me.
