Is it legal for me to order t shirts in bulk from a wholesaler, print my logo on the t shirts, and sell them without owing anything to the company that is manufacturing the shirts?

It is likely okay, absent some restriction from the wholesaler that exists in your purchase contract with them, or some other fact that exists that you haven't disclosed.
